Noobie carb question

So if the plug is slightly white I know Im running a little lean but with a light I can see the cardboard color towards the bottom.. My actual question is what can I do with the air/fuel screw to run a little richer, thanks

You would want to turn it out a quarter, maybe half turn.

My other issue is I have no idea where it's currently set cause it looks like its been played with.. Is there like a starting point that i can find by backing out or turn in the screw

Screw it in the whole way but don't seat it to tight cuz that can damage it. Then turn it out 2 1/2 turns that is the starting point. Also don't unscrew it to many turns cuz then it can viberate loose and fall out when your riding (that happened to me recently).
