adjusting tie rods

Anyone know any tips, tricks, or helpful accurate ways to adjust tie rods on a 400ex?

Make sure you have something holding the bars straight, like straps and the front of the tires should be 1/4" closer together than the rear

Could you give me a little more detail? What am I strapping the other end of the straps to and how is this holding the bars straight?
