carburator issues

been having problems with my carb. for some reason when its cold it does not get the fuel it needs, actually i dont think its getting any fuel at all. have to shoot it with ether to get it running, once it gets running its ok. and when its warm it will start right up.

anybody had this problem or know how to fix it.

Pilot jet is to lean

Tight intake valves. and yes i do richen up for winter also.
