steering shaft bearing?

I can pull up and down on my handlebars and watch the steering shaft come up a couple mm's out of the bearing at the bottom. Can I just tighten the nut at the bottom or do I need a new bearing?

Check an see if the nut is tight.....if it is then you need a new bearing.
