WHEN PUTTING THE ENGINE BACK TOGETHER is there a certain position the crank has to be ,for the counter ballancer to work correctly ?

Yes - there are alignment "dots" on the end of the crank, the primary crank gear, and the counterbalancer

If the crank is missing the marks, put the crank on TDC. The align the primary crank gear at TDC and with the counterbalancer.

Yep, & all it has got to be off is one tooth.
Will be worse that a 4 wheeler frame with a dirt bike engine mounted in it.
