elka shocks

I just purchased a quad with elka shocks the rear seems to be sagging a little bit. It appears to have some slack in it when you pick the rear of the quad off the ground. Is this correct? or should it be tight? It looks like there is 2 springs one short one on top and then a longer one on the bottom. Any help would be appreciated. Thanks Its a 2005 Kasea

It's always going to be a little spring sag when you pick the back of the bike up and let it go.
