they are as reliable as can be if you know what your doing

here are some of the differences, not counting color and such

86-87 - +1in steel swingarm, the rotors use 4 bolts to mount them, back shock is stiffer for the swingarm, hubs and splines are different from 88-89 style, 86-87 have a "ram-air" deal on their nose, 86 uses a different style piston/rod setup, the engine cases are grey, a-arms are pushed back 1in from 88 style

88-89 - -1in alum. swingarm, with a diff back shock, rotors are mounted with 3 bolts, front hubs do not have that circle on the hub arms like the 86's do, updated clutch and motor things, ( bridged intake, clutch engage/disengage assembly), cases are black, a-arms are +1in forward, better stablilty, no ram air type thing

honda finally got the clutch rod assembly right in 89, they used a different kind every year, the 89 is a mix of years really, the bridged intake was devoloped in i believe 89, overall, the 88-89 handle better IMO, and are worth more on the market stock, 89 would be the model year

seat foam varied in height to, also the stock bumper, and engine skids looked different, 86 - 87 had the headlights like a older blaster, and the 88-89 has the lights like a newer blaster, sunk into the plastic

the 86 was also short rod , which revved faster. also the 86s also had taller gearing. which means there slightly faster

also 87-89 were longrod

86-87 had lower gearing tants, 13-39 vs 13-38 of the 88-89 years

your both right the 86's had a taller 5th and 6th gear and the 86's had 13/39 gearing and the 89's had 13/38 gearing. all year 250r's are great but the 89's have a few small updates that make them a little better.

accually the 86 motor had the longrod thats why you can put a 86-87 crank and rod in a 88-89 motor with a spacer plate
