Ok I feel like a damn idiot here. I'm trying to put my motor in and for some reason the hole in the dust cap is smaller than the swingarm bolt?

I don't know how I'm screwing this up. Maybe I'm using the wrong dust caps? I'm fairly sure these are the ones I removed. (I dont see any others laying around.) These dust caps do seem to move around when installed but I thought I remembered them being like that.
It catches right past the threads, where the bolt gets a bit bigger.
Maybe the wrong bolt? Naw its the right bolt.
