you adjust preload with the spring seat. The pic you have is of the compression adjustment.

should be a "retainer" on top of the very top spring, usually locked in place with a screw, loosen this and you can turn it, usually with a wrench provided by the aftermarket shock manufacturer to increase of decrease preload, which will determine how much force is on the spring before a load is applied, hence the name pre-load

the pic. you posted is for increasing and decreasing the "compression" of the shock
