Rear brakes drag

I did a rear brake job on my Z400. I replaced the brake pads, rotor and cleaned the pins with a wire wheel. I noticed off the bat that there was some drag on the read wheels so I assumed it was the parking brake I asked about in another thread. After removing the parking brake, I rear wheels still drag. Is this normal for the Z400? I just got it a few months back so I'm a noobie when it comes to quads. I followed all torque specs also in the Suzuki service manual.
