Typhoon 3rd 4th gear

I purchased a 90cc Typhoon in the crate for my grandson several years ago and it has 3rd and 4th gear deactivated. What is required to activate them. It has been a great ride for him and I will be installing a larger engine in the future. Any advice would be great.
