top frame rail gusset

I've got a Bare Gusset kit on my frame. Alot of people bash the top frame gusset and i figured out why. What is the best thing to do for this upper rail? half tubing around it? I got a new frame and about to cut out my own gusset kit.

all ive done for all my frames is just have the welder take a piece of metal and bend it all the way around where that weld is on the upper rail and weld it solid, ive never cracked a frame there with these pieces in place
