86 Radiator Scoop Mounting plate question

Which way do I turn the brackets for the top mount on the radiator empty hole back against the frame or up. Seems like up but my other R is 88 and new to 86 R. Also what is the empty hole for? Looked on service honda but couldnt find a picture of it.

The big hole uses like a 12mm bolt to bolt the mount AND plastic to the frame. The little hole on the bracket with the nut welded on is for the radiator shroud. It should only fit one way...

If you need a pic, I might be able to dig one up but it's going to be a couple days.

I get it now, no need to post a picture. There are gussets
in the way of where I need to go so ill just leave them backwards for know.
