Need help remembering movie

It was an older movie, probably late 70's, early 80's. I believe Emilio Estevez had the star role. All the 18 wheelers and motorized vehicles had a mind of their own, including an ice cream truck and a push mower that ran over some guy.:p I think I also remember some big green face across the front of one of the trucks. That's about all I can remember. It was corny, but I like going back and watching movies I thought were cool as a kid.
