Its pretty easy to do a top end, if you have some common sense, a manual, and take pictures while your taking it apart for references.

I would say an 11:1 416 with a stage one or two cam HD headstuds, CRF timing chain and a 450r carb should get you what your looking for.
A set up like that would prob run you about 400$$ if you buy a used cam and get a good deal on a carb. But your prob looking more around 500$$

416 gets my vote with a nice cam to match how you want the power. possibly look at stage 1 and stage 2 hotcams depending on your liking. they arent too bad to do if you have a manual for specs for installation torquing.

I raced with a 416 an later a 426...If you go 426 u will be paying more for the bore job. I would go with the 416 with a JE piston 10.8:1, excellent piston, an believe its a lighter piston than the Wiseco.

Pretty much agree with everyone else here, do 416, higher comp piston either 10:1 or 11:1, cam and replace the timing chain with one off a CRF450-2002 will work, new timing chain guides and auto tensioner should also be done.

416 then if you have to bore again go to 426.

Whats the deal with a CRF450 timing chain.....? I've seen where people are using these, but what is the reason? I can't see where they are more reliable because my 99' has a zillion hours...so is it lighter weight an more efficiant....?

Cant find the picture comparing them, but heres why the CRF50 chain is better.

The EX chain is expensive, but the CRF450 chain is not (EX chain is 2-3x as much from the dealer). The chains are exactly the same exact 1 major detail-the CRF chain is MUCH STRONGER b/c the links are thicker and it has more of them width wise.

Why would you spend a ton of cash on the EX chain when the CRF is cheaper and much stronger? 400ex is 100 bucks, crf is 50!

The companies who claim they are selling you a HD timing chain-its a CRF chain and they are making 50 bucks off of you!

Advantages over the stock chain:
-less chance of stretching due to more links-lasts longer. you would be surprised if your EX has tons of hours the chains probably stretched.
-cheaper
-stronger

Its a win win situation.

I can't say enough about my 416 Colby @ C&D Racing did a great job with the port work and boring.

The CRF Chain is stronger and cheaper when needed to be replaced.
