how do you get old nerf bars off without ruining them?

What wont come apart? Your best bet is to soak all the hardware with penetrating oil. Without seeing what your doing, just try that and use a rubber mallet if necessary.

im trying to pull the just the "tubed" part off without taking the mounting bracket off

I've always used a rubber mallet, and tapped them off. If you are patient, it won't hurt the finish.
