No, I don't think it will fit the 400ex. The 400ex bumper will fit the 250r but not vice versa. The bottom mount on the 250r is narrower than the 400ex/450r, so to use a 400ex bumper you need spacers on the 250r, but since this is a 250r bumper it will be too narrow. Sorry.
