what is this cable hook up for?

i have a 1992 250x picked it up as a project did alot of work to it... but there is one thing i cant figure out its almost like a decompression valve that my kingquad has for pull start... i know the 300ex doesnt have it at least the 4 300ex's i had didnt... but this cable hook up is located above the head and right beside the cam plug (the black rubber plug) i dont know what this thing does so if any of you know please let me know... i also have no cable so i will need to know what its called thanks in advance

its a decompression release, the cable attaches to a bracket by the kickstart which when kicked releases compression for easier starting, some people remove them, not a huge difference either way.
