450r shocks twist?

i bought some 450r shocks and if i grab both eyes the spring and plastic cover will twist. and if i grab the top eye and hold the spring and twist it will twist. is this some type of adjustment??

No that is just the way spring shocks work. They are fine. If they are super loose you might want to tighten them up.
