Use electrical tape to frame out your shape first. The tape is easily stretched to create contours. The easiest/most accurate way IMO to do the actual cut is to use a jigsaw. Take your time and cut slowly following the outside of the tape. Once both sides are cut, take a lighter or small torch and carefully "braze" the rough edges with the flame. The natural color of the plastic will come back and you are left with a smooth factory-looking edge.
