Seems a little one sided to me.
it's interesting that nothing is noted about how much experience the people involved in these crashes had, or their comparitive ages are.

maybe I am wrong here. but It is my opinion that many people who would otherwise never ride a dirtbike, view an ATV as something that would require less skill or experience.
Also a lesser need for proper saftey gear.
and these people would otherwise never put themselfs of their families on a offroad machine.

i would say maybe not one-sided, but lack of facts and details. It is much easier to travel at faster speeds, in many ways, on a quad than a bike, for a inexperienced rider. I think that has a little to do with it. But no info on the types of crashes would and should be used to compare the machines. Obviously at 150k accidents, that is way to much to dissect. But to put the crashes in categories with speed and and crash types would be a plus
