Need help with headlight!

What is the best way to determine if I have a bad switch, bulb in headlight or just a weak electrical system?
I have what was sold to me as a working 86 headlight, tailight and on/off, hi low control switch.
I installed everything and the on off works, but the head light and tailight dont.
Any help or suggestions?

You will have to ohm thru the switch with it disconnected with a multimeter. Also if you are adding this in make sure that no one removed the voltage regulator because you will need that for it to work.
