BCS Harness?

Hey guys i have a 2008 DS450, and i keep blowin the fuse thats in the plastic on the throttle side, i cant figure out whats goin on and its really startin to iritate me! So my question is, what is this harness im hearin about and and where can i get some info on it?

I looked on the site! A little on the pricey side, is it really worth the money or should i just keep hammering away to find the problem?
