i am running 86 250r a arms on my 87 frame
i am looking to see if i can use 400ex spindles and hubs and brake set up on this
and if so any mods or anything needed

Yes it will work, as long as you use the spindles, hubs, and brakes. Might need to adjust the camber using washers between the upper ball joint, but I have done this and it works fine.
