Try shutting your gas off when you quad is off and see if it is still dripping.

your float is stuck

Sounds like the float is stuck. Try taking a screw driver and tapping on the bowl. That should free it up. Worse case is that you take it apart and clean it up some.

Float level could be set wrong too.

needle n seat rubber tip coulda be eaten away and let gas in

Yup could be all that. I'd take it off and clean it. Check to see if the float is in correctly and the other small parts aren't eaten up and are still working correctly.

A little cleaning up will probably help everything. Carbs always wanna be clean.

As far as I know the float level on the stock 400EX carb cannot be adjusted. There is no metal bar connecting the two floats together that can be bent for adjustment. The float is all plastic and would break if you tried to bend it to adjust it.

i don't know if it happens a lot in atv floats but auto ones sometime get holes and fill with fuel maybe the float just has to get replaced

This can be frustrating to figure out.

My Honda doesn't do it luckily because my fuel valve leaks I found out last time I removed the tank.

But my Polaris does do it. I've rebuilt the carb and it still does it... And I can't figure out if it's the needle leaking, the float level, or a bad float.

But to me, it seems to do it when I forget the valve and I'm away from it a while. Like maybe it gets hot sitting in it's spot and leaks then.

Make any sense?

are you sure the screw is tight? and also get a new needle, had the same problem with mine. make sure there is no gas in your oil, mine had twice the amount of oil it was supposed to and half of it was gas.
and the new 400 has a non adj. float they are all plastic, but i think if it is an 03 or older it has the adj. float. not sure though
