My 88 came with the IMS tank, and when i turn the full travel the y hit the tank? Is there a spacer thats supposed the move the bars/stem forward?

You can put spacers in the steering stem upper mount BUT you can "pre-load" the stem bearing on the bottom frame mount.

You can also elongate or notch the holes of the 2 rear fuel tank mounts and "slide" the tank backwards some since the front tank mount has already some adjustment built-in.

Or you can buy an aftermarket plus 1 steering stem .....

what I did was went to a machinist and had him make some 1 inch risers tht I put inbetween stem and handlebar clamp

I'm not sure if this makes a big difference or not, but on my '86 I have factory 909 bars and when I bought my IMS over-size tank, and those bars in the stock clamps did not hit the tank on full lock-to-lock turns.

Not sure if there is a big difference in a 86 and 88 stem/clamps or not?

They make handlebar riser kits that are pretty cheap and the've got to have a higher bend bar that would give you a little more clearance also

ROX Risers, is what you need if you don't want a new stem. I've got a plus on and I had to trim the bar pad on my Protaper contours.
