right wheel noise?

whenever i turn left or drive really slowly i hear this really loud cracking noise as if something was stuck in my rotor. but i checked it out and cleaned it and its still making that obnoxious noise. what could be wrong?

i checked both bushings and ball joints and nothing is loose
