I can't tell if the guy is doing this as a joke or not. It seems like their is something mentally wrong with the dude. You can hear him asking the news guy "what should I do?" When he screws up, news guy has no response.

Its fake. He actually got around to a bunch of news stations, and did the same, awkward stuff. There's a video from a news station that did some research on the guy and they learned that its all sort of joke. Whats more funny than the guy is the fact that he essentially "ruined" so many stations broadcast with his "routine" and more stations kept bringing him on and getting screwed by this guy.
