how do you change a steering stem help!

i have a houser stem on my broken frame and tried racing on my stock stem and it was wayyyyyy to low. but i undid the nut at the bottom and the stem wont move. what else do i have to do to get it out of the frame. thanks for the help guys.

theres a clamp behind the gas tank. remove ur tank and its right there in front bolted to the frame. drop ur tie rods and steering knuckle then ur stem will put out easy
