I have shim kit for the valves, but one of my intake valve shims is soo small now that when i put the shim in, it sits below the top of the spring, putting the valve cover resting on the spring instead of the shim. Normal? or do I need to look at getting new valves and springs? thanks

If you look inside the valve cap/ tappet cap you will see it protrudes some, so the shim maybe okay. I would take some measurements and put the cams in and see what you have.

Can I use some emery cloth to take care of cupping if that is happening, or would replacing the valves be my only option? Thanks

From what I have heard, if the valves are cupped they need to be replaced.
The seating surface has become soft, so emery or grinding won't help.
