crankcase vent tube??

when the bike is hot and it gets on a steep hill or sits on grab bar oil runs out of this tube i think it is the crankcase vent tube it is behind the motor right in front of the swing arm the tube looks like it has been cut

help please!

My quad after I got it rebuilt filled the breather tube up because my mechanical seal was bad in my water pump. Do you have too much oil in your transmission?
