kicker wont turn? possible siezure?

i just put my bike together and it fired up yesterday i ran it for maybe 30 seconds and shut it off. today i spent like 10 mins kicking it and i was moving the kicker slow it went up and now it is stuck at the top position? my crank is in really good shape my cylinder freshly honed my bike is getting gas and the cylinder walls are lubed. could the kicker gear be faulty? Im gonna tear it apart the next few days but this is pure bs.

pull the spark plug out and see if it will turn over

ive a few times not turned it tight enough with the spring in there , it wont let the gears seperate

put it in gear and see if you can rock the motor with the plug out.
