starter won't stop turning

I went out to start my quad and it was being a *****. Usually i just hold the button in for a few seconds and pump the gas and it starts, but today it didn't stop turning. I hit the kill switch to try that and it didn't work, turned the key off and that didn't work either. Had to run to the garage to get a screw driver and disconnect the battery. I took off the little cover in the garage and took out the big gear inside and reconnected the battery and it still won't stop turning. seems like a short inside the starter to me but i was wondering if anyone else has had this weird problem before.

took the fuses out of the relay, took apart the starter button, disconnected the starter motor lead, charged the battery and it is all set. weird. i might simplify my electrical system in the near future by just having a starter button and maybe kill switch. for the neutral and reverse thing in the stock handlebar cluster, do you just put those wires together somewhere in the harness?
