Small supercross class in Toronto?

There is only 23 riders total for the Supercross class tonight, every rider is making it to the main. It looks like a practice round with so little amount of riders at the gate for each heat! I wonder why there isnt anyone there? Crossing the border that big of a hassle maybe? Anyone have any insight as to why this may be?
