does anyone know how to tell the year or a 250r buy the vin #

Check the tenth digit.

H = 87
J = 88
K = 89

Not sure on 86

If you look at the frames you can tell the year. The 86 had the little tabs on the front to hold the nose piece that went under the hood plastic. The 87 did not have this tab I think. Both the 86 and 87 in the back the bolt holes were farter apart for the rear grab bar, and no motor mount in the rear by the swing arm. The 88 and 89 had a cross piece in the frame for the rear motor mount. The 89 frame had the little bolt holes for the foot protetors behind the footpegs like the new quads have. The 88 frame does not have these holes in the frame. this is the way that I can tell the dif in the frame years.
The 10th letter in the vin# will tell the year in any bike or quad after 1980. All manufactors use the same code.
