Crankshaft HELP

I recently bought a new crank, 86 style. the problem I am having is that I sold my used one before looking at the new one...My new one has two marks on it a couple of teeth apart.

Should the mark I need to line up be in line with the arm of the crank or slightly off from the arm?

the simplist thing to do is to set things up to where the piston is TDC and the counter balancer is at BDC. then slip the gears together.
