i am assuming the one you are thinking about is the brake block off plate. it goes on in place of your parking brake assembly on the rear brake.

this is a decent pic of the front of it. it bolts onto the left side of the rear caliper. steve

It blocks off the parking brake mechanism from touching the rear brake rotor. This removes a little bit of rolling resistance and therefore makes taking off easier. (Or at least thats what they say)

it removes your parking brake cable and stuff. because it never worked right and will stick. wearing out your rear brake pads prematurely. it covers the hole left to keep dirt and water out so it wont rust/seize............

The parking brake assembly has a groove cut in it with an o-ring in it, the block off plate does not have that groove cut in it for the o-ring, do you still place the o-ring between the block off plate and the brake caliper?

Buy the Tusk one from Rocky Mountain, it bolts up super easy and has a built in O-ring, some of the other brands do not.

What is the true purpose? I guess maybe you can remove the cable for it and replace the clutch lever with just a simple unit built only to be a clutch lever?

Yes exactly, and since the parking brake line is run off the clutch perch, it makes it a bulky mount up on the bars, a simple clutch lever like the MSR one pulls much easier as well.

Also, sometimes parking brake lines will stick out in the middle of the woods with the clutch action and toast the rear brake pads.
