It Wont turn over

I need an opinion on where to start. I have two 90 atv's. One predator and one Dinli. From what I read the Dinli has the same motor as the polaris that's why I ask my question here.
The Dinli will try to turn over one or twice but then the New Starter wont turn it over any more. Pull the plug and it will spin it over no problem. Put plug back in remove exhaust and it won't turn it over more than twice? Do you think it is a problem somehow in the top end? Or do I have other issues. I appreciate the opinions before I tear into it.

Being that it will turn over without the plug but will not with the plug kind of leads you to it not being an internal engine problem. If it were me and since they are so old I would pop off the exhaust and try to turn it over. I have seen critters jam up the exhaust creating too much back pressure. (summerizing snowmobiles for years) Next I would check your starting system. Can you kick it over?
