Hub problems

How do I get the hub off the spindle? I have taken everything loose, pulled on it, tried a rubber mallet, tried a slide hammer, and tried a 5 ton hub puller with no luck. I was able to get one off but the other one is not loose at all. Any ideas would be appreciated.

cotter key out?

does the hub even rotate on the spindle???

The cotter key is out and it rotates on the spindle.
