Everyone says it increases low-end power, but I found it completely opposite.

YES, I installed it correctly, and it was WELL worth the money. But I didn't notice any difference on the bottom end. What did change is the mid-top. After they key it had a lot more mid-range grunt, and over-rev'd a lot better. My 400ex was a top end screamer between the exhaust I had and the timing key.
