I have a quick question what would be the symptoms if you didnt block off the to ports on the 450r carb?

I'm assuming that you are reffering to the Hot Start port.

It MUST be plugged WITH a oem plunger, NOT just a plug (bolt,cork, rubber, silicone, etc.), in the top of the carb.
Go ahead, ask me how I know this.... LOL !

But to answer your question,...
It will be EXCESSIVELY lean, the idle will be too high, unable to get it to come down, and adjusting the A/F will make almost no difference.

Thanks dor the ansewer. I thought there was another port u had to block.

By "other port", if you are refering to the Top Vent,...
then yes,
it needs to be trimmed down a bit, plugged (a small bolt, or cap, siliconed or JB welded in place will work just fine).

Then drill the side vent casting, that is directly under and adjoining, the Top Vent casting.
Connect your vent hose, to the newly drilled Side Vent Casting, and your good to go.

The purpose for doing this is so that the Top Vent Casting, will not be hitting the bottom of the fuel tank.

btw,...
You do know, that you will need to adapt the Cylinder Head Intake Boot,
to fit the 450r carb,... Right?
AND,... You MUST use a 450r Throttle Cable too.
