I believe it means that it is running rich.

thats normal all the quad and dirt bikes do this, my older yfz450 also did this as does my yz250f

no its not rich ,its in fact very lean .
first try turning out the fuel screw ,its on the bottom of the carb, no more than 3.5 turns out from bottomed out . if that does not get it , a good cleaning should be done , you may even have to go to the next size PJ

ok.............. thats totally weird that you cant even budge it.

it sounds as tho no gas it getting past the float needle or the petcock needs to be set to prim.

you did do a complete cleaning of the carb , right ?

the screw your tiring to turn ,it is the one on the bottom of the carb right ?

yes ,but first turn it in counting the numbers of turns it takes to bottom it (lightly)
then turn out the same number you turned it in then a quarter more turn, it that fixes the problem then good ,if not give it another quarter turn , if it takes more than 3 1/2 turns to run right. its time for a bigger PJ
