question about top ends

hi i have a 250x and where the pipe goes in one of the bolts is not long enough(it broke off before i bought it) and i wanted to know if the bolts come out or how to fix it? and if water got in the head would it rust my rings and make me not be able to start it?
now could u give me the best way to do a wheelie(long wheelie) from start to finish?

try using an EASY OUT to remove the remaining part of the bolt
