clutch issue?

i was riding today and my clutch started acting up bad...would hold in the clutch and it wouldnt roll the slightest, even in neutral it would move backwards...made sure the cable was tight and that it was engaging the clutch but still nothing... could this be due to low oil..bad plates... whats going on? appreciate the help guys..

as in when you pull in the clutch, it locks up the tires unless they're rolling backwards? thats weird if thats what your saying...
