laptop problem

well im completely computer illiterate, and for a couple months, everytime I would try to log on to wireless internet on my laptop it says "Internet Explorer cannot diplay the webpage". I have a connection, I tried it a multiple places and same thing every time. any ideas?

firewall software configured properly allowing connection?
low or weak wifi signal?
proxy settings?
dhcp set to automatic?
trying to connect to a secured wifi hotspot?
the list can go on and on...call your ISP or the manufacturer of the router somewhere in India, and have them troubleshoot your connection
