title question

i wanna buy this quad, im sure its legal because he has papers from the original store he got it from, how ever he cant find the title and i want to run the vin numbers to make sure, dose any one know how or where i can do this????

Take the numbers up to the local police department, tell them you are looking to buy this but it does not have a title and you just wanted to make sure it was not stolen first. They will comply.
