how do u get rust off a bare finish pipe?

WD40 and steel wool is what I used to clean the old works pipes. Bead blaster will work too.

light grit sandpaper and windex works really good too as long as its not chrome...

if its light rust try a SOS pad.

i always use a 100 grit wire wheel on a bench grinder and then a fine wire wheel on a drill to get the tight spots and the rest needs to be done by hand.
After you do all this work then you will want to make sure you wash your pipe off after you ride otherwise the mud will bake itself on and have the same issue you have now.
A little wd40 goes along ways to keep it protected.
