when i turn the handle bars they squeek down behind where the lights and where the key is. what could that b and is there a cheap and easy way to fix it?

Its your steering stem support bushing.
Take off the bushing by removing the 2 bolts that hold it to the frame and fill it with some grease.
Or try moving the handlebars back and forth alot while spraying WD-40 down onto the steering stem bushing / steering stem

X2, steering stem bushing in the upper stem clamp. Dirt/water make their way in there and cause the squeak. I would recommend taking it apart, cleaning, greasing, and reassembling. The squeak shouldn't come back.
