the only way to make it stick is to have the rims powder coated

Rough it up w/steel wool clean w/surface prep then use a acid etching primer you get at the auto store or walmart then paint black. urethane paint sticks good.

Save yourself the time/effort and have them PC'ed. It will actually last.

I have had good luck with both powder coating and anodizing. Both held up well for me. Cost wise hard to beat powder coating, I get it done for $10 a wheel.

In a nutshell powder coating is where your parts are charged electrically and have a powder sprayed on them which is then baked in an oven producing a nice tough paint finish.

I have done both(spray paint and Powder) with good results. Your prep work is gonna be the key.
