04 450 wont start!

so just like the subject says my buddies 2004 trx 450 just wont start, they changed the spark plug, cleaned the carb, put on a new ingition coil

its mods are white bros slip on, jet kit, and pro design air filter, with no air box lid

Do you have spark and do you have fuel? Is the plug dry after you try and start it or is it really wet?
